What does the word “borders” mean to some Muslim leaders?

Many Islamists have claimed that once a location has been controlled by the Muslims, it is forever Muslim. For that reason, many of them view the southern half of Spain to be occupied territory, because the Moors (who were Muslim) had controlled that territory for several hundred years, and were driven out in the late fifteenth century.
