Can anyone explain how the following statement is attacking Arizona for human rights violations?

So what is the issue if the law doesn't affect the human rights of the illegal immigrants then. If it is just about immigration and the law is very clear on that, both State and Federal laws agree, then why doesn't the administration support it, it's clear, the federal government under Obama wants to make an issue of the states claim and not do their job of enforcing it's own laws, so they make a flamatory statement in the UN to garner public opinion.
